Rayid Ghani

Rayid Ghani (born 1977) is a Distinguished Career Professor in the Machine Learning Department (in the School of Computer Science) and the Heinz College of Information Systems and Public Policy at Carnegie Mellon University. Previously, he was the director of the Center for Data Science and Public Policy, research associate professor in the department of computer science, and a senior fellow at the Harris School of Public Policy at the University of Chicago. He was also the co-founder of Edgeflip, an analytics startup that grew out of the Obama 2012 Campaign, focused on social media products for non-profits, advocacy groups, and charities. In September 2019, it was announced that he will be leaving the University of Chicago and joining Carnegie Mellon University's School of Computer Science and Heinz College of Information Systems and Public Policy. Prior to that, Rayid was the Chief Scientist of the Obama 2012 Election Campaign and focused on using data science, machine learning, and technology to improve fundraising, volunteer mobilization, voter registration, persuasion, and turnout. Ghani started and runs the Eric & Wendy Schmidt Data Science for Social Good Summer Fellowship. He's also the co-founder of Coleridge Initiative, a nonprofit organization working with governments to ensure that data and evidence is used more effectively for policymaking. == Education and career == Ghani completed his schooling at the Karachi Grammar School, in Karachi, Pakistan. Ghani completed his graduate studies in the machine learning department at Carnegie Mellon University with Tom M. Mitchell on machine learning and text classification and received his undergraduate degrees in computer science and mathematics from University of the South. Before his role at the University of Chicago, he was the chief scientist of the Obama 2012 Campaign. Before that, he was a senior research scientist and director of analytics research at Accenture Labs, where he led a technology research team focused on applied R&D in analytics, machine learning, and data mining for large-scale and emerging business problems. == Policy efforts == Ghani has been actively working with government agencies and non-profits on designing AI and Machine Learning Systems to help tackle societal problems in public health, criminal justice, social services, education, economic development, and workforce development He has also testified in front of the US Senate in 2023 and the US House of Representatives in 2020, on AI Governance and Regulation. == Research contributions == Ghani's research focuses on developing and applying machine learning, data science, and artificial intelligence methods to large-scale social problems in areas such as education, healthcare, economic development, criminal justice, energy, transportation, and public safety. His work has previously focused on text analytics, fundraising, volunteer, and voter mobilization using analytics, social media, and machine learning., and data mining. Rayid's research contributions have been in the areas of text mining, co-training, active learning, consumer behavior modeling, and fraud detection. EasyChair

EasyChair is a web-based conference management software system. It has been used since 2002 in the scientific community for tasks such as organising research paper submission and review. In 2012, EasyChair added an open access online publication service for conference proceedings. == Description == EasyChair is a paid web-based conference management software system used, among other tasks, to organize paper submission and review, similar to other event management system software such as OpenConf. EasyChair used to be run by the Department of Computer Science at the University of Manchester but now it is a commercial service, owned by EasyChair Ltd. in Stockport (established 2016). EasyChair used to be free, for standard service, but as of 2022, only minimal services are free. The EasyChair website also provides an open access online publication service for conference proceedings. When launched in 2012, the service was for computer science only, but in 2016 it was expanded to all sciences. == History == The EasyChair software has been in continuous development since 2002. As of 2015, the code base consists of nearly 300,000 lines of code, and it has been used by more than 41,000 conferences. More than two and a half million users in the scientific community reported using it in 2019.

Dispo

Dispo (formerly David's Disposable) is an American photo sharing and social networking app owned by Dispo, Inc. and co-founded by CEO Daniel Liss, YouTuber David Dobrik, and Natalie Mariduena. When the app initially launched on iOS in December 2019, it briefly charted as the most downloaded free app on the App Store, ahead of both Disney+ and Instagram. The app was rebranded and relaunched as Dispo, expanding from a simple camera app to a full social network in March 2021. It is based on the disposable camera. == History == On December 21, 2019, the app was first launched on the App Store under the name "David's Disposable." In its first week of release, it was downloaded more than a million times, reaching number one among free apps in the App Store. In June 2020, the team decided to rename the app to Dispo, purchasing the Dispo.fun domain on June 21, 2020. The company announced the change in September 2020. The early Dispo team consisted of Dobrik's longtime friend and business associate Natalie Mariduena as its treasurer, entrepreneur and venture capitalist Daniel Liss as chief executive officer, Regynald Augustin as first engineer, and Briana Hokanson as lead designer. In October 2020, the company raised a $4M seed round with backing from Alexis Ohanian's venture fund Seven Seven Six alongside other investors including Unshackled Ventures, Shrug Capital, and Weekend Fund. In February 2021, Axios reported that the app had generated US$20 million in its series A round, led by Spark Capital. At this time, the app was valued at US$200 million. A New York Times profile asked, "Are Disposables the Future of Photosharing?" In March 2021, the app was officially relaunched with new social network features and its invite-only feature was dropped. On March 21, 2021, it was announced that Spark Capital would sever all ties with Dispo in light of several disparaging allegations against David Dobrik and The Vlog Squad. The same day, it was announced that Dobrik would leave the company and step down from the company's board of directors. On March 22, 2021, Seven Seven Six and Unshackled Ventures announced they would be standing by the company and its remaining employees but donating profits to charity. In June, 2021, CEO Daniel Liss announced Dispo's official Series A. Investors and advisors in the new Dispo include Ohanian's Seven Seven Six, Unshackled, Endeavor, photographers Annie Leibovitz and Raven B. Varona, NBA stars Kevin Durant and Andre Iguodala (through their 35 Ventures and F9 Strategies venture firms, respectively). Other participants include Cara Delevingne, Sofia Vergara, Shade Room CEO Angelica Nwandu, Latin World Entertainment CEO Luis Balaguer, and Amplify Africa co-founders Damilare Kujembola and Timi Adeyeba. == Overview == Dispo has been compared to other image sharing and social networking services, most notably Instagram and VSCO, although users cannot immediately see the photos they have taken using the app. When a user attempts to take a photo, the interface mimics the developing process of a disposable camera. Users can take as many photos on the app as they want; they do not appear on the app however, until 9 am the next day. Once the set of photos appear on the app, users can choose to save them or share them with other users in a "roll". == Reception == Screen Rant has called the app "like Clubhouse [referring to the app] but for photos," comparing the early invite-only features of the apps. As it greatly restricts the user's editing options and sets out to offer a more authentic social networking experience, the app has been widely dubbed the "anti-Instagram". Between March 2021 and June 2021, the app reached the top ten in the App Store's photo/video rankings on 5 continents including in the US, Japan, Spain, Germany, Brazil, and Australia. It has been a notable success in Japan, where it opened its first international office in July 2021. In July 2021, NBA number one draft pick Cade Cunningham announced he had selected Dispo as his exclusive social media partner for the NBA draft.

Pixel-art scaling algorithms

Pixel art scaling algorithms are graphical filters that attempt to enhance the appearance of hand-drawn 2D pixel art graphics. These algorithms are a form of automatic image enhancement. Pixel art scaling algorithms employ methods significantly different than the common methods of image rescaling, which have the goal of preserving the appearance of images. As pixel art graphics are commonly used at very low resolutions, they employ careful coloring of individual pixels. This results in graphics that rely on a high amount of stylized visual cues to define complex shapes. Several specialized algorithms have been developed to handle re-scaling of such graphics. These specialized algorithms can improve the appearance of pixel-art graphics, but in doing so they introduce changes. Such changes may be undesirable, especially if the goal is to faithfully reproduce the original appearance. Since a typical application of this technology is improving the appearance of fourth-generation and earlier video games on arcade and console emulators, many pixel art scaling algorithms are designed to run in real-time for sufficiently small input images at 60-frames per second. This places constraints on the type of programming techniques that can be used for this sort of real-time processing. Many work only on specific scale factors. 2× is the most common scale factor, while 3×, 4×, 5×, and 6× exist but are less used. == Algorithms == === SAA5050 'Diagonal Smoothing' === The Mullard SAA5050 Teletext character generator chip (1980) used a primitive pixel scaling algorithm to generate higher-resolution characters on the screen from a lower-resolution representation from its internal ROM. Internally, each character shape was defined on a 5 × 9 pixel grid, which was then interpolated by smoothing diagonals to give a 10 × 18 pixel character, with a characteristically angular shape, surrounded to the top and the left by two pixels of blank space. The algorithm only works on monochrome source data, and assumes the source pixels will be logically true or false depending on whether they are 'on' or 'off'. Pixels 'outside the grid pattern' are assumed to be off. This is a bug in the Eagle algorithm but is solved by other algorithms such as EPX, 2xSaI, and HQ2x. === 2×SaI === 2×SaI, short for 2× Scale and Interpolation engine, was inspired by Eagle. It was designed by Derek Liauw Kie Fa, also known as Kreed, primarily for use in console and computer emulators, and it has remained fairly popular in this niche. Many of the most popular emulators, including ZSNES and VisualBoyAdvance, offer this scaling algorithm as a feature. Several slightly different versions of the scaling algorithm are available, and these are often referred to as Super 2×SaI and Super Eagle. The 2xSaI family works on a 4 × 4 matrix of pixels where the pixel marked A below is scaled: I E F J G A B K --\ W X H C D L --/ Y Z M N O P For 16-bit pixels, they use pixel masks which change based on whether the 16-bit pixel format is 565 or 555. Two interpolation functions are described: INTERPOLATE(uint32 A, UINT32 B). -- linear midpoint of A and B if (A == B) return A; return ( ((A & colorMask) >> 1) + ((B & colorMask) >> 1) + (A & B & lowPixelMask) ); Q_INTERPOLATE(uint32 A, uint32 B, uint32 C, uint32 D) -- bilinear interpolation; A, B, C, and D's average x = ((A & qColorMask) >> 2) + ((B & qColorMask) >> 2) + ((C & qColorMask) >> 2) + ((D & qColorMask) >> 2); y = (A & qLowPixelMask) + (B & qLowPixelMask) + (C & qLowPixelMask) + (D & qLowPixelMask); y = (y >> 2) & qLowPixelMask; return x + y; The algorithm checks A, B, C, and D for a diagonal match such that A==D and B!=C, or the other way around, or if they are both diagonals or if there is no diagonal match. Within these, it checks for three or four identical pixels. Based on these conditions, the algorithm decides whether to use one of A, B, C, or D, or an interpolation among only these four, for each output pixel. The 2xSaI arbitrary scaler can enlarge any image to any resolution and uses bilinear filtering to interpolate pixels. Since Kreed released the source code under the GNU General Public License, it is freely available to anyone wishing to utilize it in a project released under that license. Developers wishing to use it in a non-GPL project would be required to rewrite the algorithm without using any of Kreed's existing code. It is available in DOSBox via scaler=2xsai option. === hqnx family === Maxim Stepin's hq2x, hq3x, and hq4x are for scale factors of 2:1, 3:1, and 4:1 respectively. Each work by comparing the color value of each pixel to those of its eight immediate neighbors, marking the neighbors as close or distant, and using a pre-generated lookup table to find the proper proportion of input pixels' values for each of the 4, 9 or 16 corresponding output pixels. The hq3x family will perfectly smooth any diagonal line whose slope is ±0.5, ±1, or ±2 and which is not anti-aliased in the input; one with any other slope will alternate between two slopes in the output. It will also smooth very tight curves. Unlike 2xSaI, it anti-aliases the output. hqnx was initially created for the Super NES emulator ZSNES. The author of bsnes has released a space-efficient implementation of hq2x to the public domain. A port to shaders, which has comparable quality to the early versions of xBR, is available. COVID-19 apps

COVID-19 apps include mobile-software applications for digital contact-tracing—i.e. the process of identifying persons ("contacts") who may have been in contact with an infected individual—deployed during the COVID-19 pandemic. Numerous tracing applications have been developed or proposed, with official government support in some territories and jurisdictions. Several frameworks for building contact-tracing apps have been developed. Privacy concerns have been raised, especially about systems that are based on tracking the geographical location of app users. Less overtly intrusive alternatives include the co-option of Bluetooth signals to log a user's proximity to other cellphones. (Bluetooth technology has form in tracking cell-phones' locations.)) On 10 April 2020, Google and Apple jointly announced that they would integrate functionality to support such Bluetooth-based apps directly into their Android and iOS operating systems. India's COVID-19 tracking app Aarogya Setu became the world's fastest growing application—beating Pokémon Go—with 50 million users in the first 13 days of its release. == Rationale == Contact tracing is an important tool in infectious disease control, but as the number of cases rises time constraints make it more challenging to effectively control transmission. Digital contact tracing, especially if widely deployed, may be more effective than traditional methods of contact tracing. In a March 2020 model by the University of Oxford Big Data Institute's Christophe Fraser's team, a coronavirus outbreak in a city of one million people is halted if 80% of all smartphone users take part in a tracking system; in the model, the elderly are still expected to self-isolate en masse, but individuals who are neither symptomatic nor elderly are exempt from isolation unless they receive an alert that they are at risk of carrying the disease. Some proponents advocate for legislation exempting certain COVID-19 apps from general privacy restrictions. == Issues == === Uptake === Ross Anderson, professor of security engineering at Cambridge University, listed a number of potential practical problems with app-based systems, including false positives and the potential lack of effectiveness if takeup of the app is limited to only a small fraction of the population. In Singapore, only one person in three had downloaded the TraceTogether app by the end of June 2020, despite legal requirements for most workers; the app was also underused, as it required users to keep it open at all times on iOS. A team at the University of Oxford simulated the effect of a contact tracing app on a city of 1 million. They estimated that if the app was used in conjunction with the shielding of over-70s, then 56% of the population would have to be using the app for it to suppress the virus. This would be equivalent to 80% of smartphone users in the United Kingdom. They found that the app could still slow the spread of the virus if fewer people downloaded it, with one infection being prevented for every one or two users. In August 2020, the American Civil Liberties Union (ACLU) argued that there were disparities in smartphone use between demographics and minority groups, and that "even the most comprehensive, all-seeing contact tracing system is of little use without social and medical systems in place to help those who may have the virus — including access to medical care, testing, and support for those who are quarantined." === App store restrictions === Addressing concerns about the spread of misleading or harmful apps, Apple, Google and Amazon set limits on which types of organizations could add coronavirus-related apps to its App Store, limiting them to only "official" or otherwise reputable organizations. === Ethical principles of mass surveillance using COVID-19 contact tracing apps === The advent of COVID-19 contact tracing apps has led to concerns around privacy, the rights of app users, and governmental authority. The European Convention on Human Rights, the International Covenant on Civil and Political Rights (ICCPR) and the United Nations and the Siracusa Principles have outlined 4 principles to consider when looking at the ethical principles of mass surveillance with COVID-19 contact tracing apps. These are necessity, proportionality, scientific validity, and time boundedness. Necessity is defined as the idea that governments should only interfere with a person's rights when deemed essential for public health interests. The potential risks associated with infringements of personal privacy must be outweighed by the possibility of reducing significant harm to others. Potential benefits of contact-tracing apps that may be considered include allowing for blanket population-level quarantine measures to be lifted sooner and the minimization of people under quarantine. Hence, some contend that contact-tracing apps are justified as they may be less intrusive than blanket quarantine measures. Furthermore, the delay of an effective contact-tracing app with significant health and economic benefits may be considered unethical. Proportionality refers to the concept that a contact tracing app's potential negative impact on a person's rights should be justifiable by the severity of the health risks that are being addressed. Apps must use the most privacy-preserving options available to achieve their goals, and the selected option should not only be a logical option for achieving the goal but also an effective one. Scientific validity evaluates whether an app is effective, timely and accurate. Traditional manual contact-tracing procedures are not efficient enough for the COVID-19 pandemic, and do not consider asymptomatic transmission. Contact-tracing apps, on the other hand, can be effective COVID-19 contact-tracing tools that reduce R value to less than 1, leading to sustained epidemic suppression. However, for apps to be effective, there needs to be a minimum 56-60% uptake in the population. Apps should be continually modified to reflect current knowledge on the diseases being monitored. Some argue that contact-tracing apps should be considered societal experimental trials where results and adverse effects are evaluated according to the stringent guidelines of social experiments. Analyses should be conducted by independent research bodies and published for wide dissemination. Despite the current urgency of our pandemic situation, we should still adhere to the standard rigors of scientific evaluation. Time boundedness describe the need for establishing legal and technical sunset clauses so that they are only allowed to operate as long as necessary to address the pandemic situation. Apps should be withdrawn as soon as possible after the end of the pandemic. If the end of the pandemic cannot be predicted, the use of apps should be regularly reviewed and decisions about continued use should be made at each review. Collected data should only be retained by public health authorities for research purposes with clear stipulations on how long the data will be held for and who will be responsible for security, oversight, and ownership. === Privacy, discrimination and marginalisation concerns === The American Civil Liberties Union (ACLU) has published a set of principles for technology-assisted contact tracing and Amnesty International and over 100 other organizations issued a statement calling for limits on this kind of surveillance. The organisations declared eight conditions on governmental projects: surveillance would have to be "lawful, necessary and proportionate"; extensions of monitoring and surveillance would have to have sunset clauses; the use of data would have to be limited to COVID-19 purposes; data security and anonymity would have to be protected and shown to be protected based on evidence; digital surveillance would have to address the risk of exacerbating discrimination and marginalisation; any sharing of data with third parties would have to be defined in law; there would have to be safeguards against abuse and the rights of citizens to respond to abuses; "meaningful participation" by all "relevant stakeholders" would be required, including that of public health experts and marginalised groups. The German Chaos Computer Club (CCC) and Reporters Without Borders also issued checklists. The Exposure Notification service intends to address the problem of persistent surveillance by removing the tracing mechanism from their device operating systems once it is no longer needed. On 20 April 2020, it was reported that over 300 academics had signed a statement favouring decentralised proximity tracing applications over centralised models, given the difficulty in precluding centralised options being used "to enable unwarranted discrimination and surveillance." Randonautica

Randonautica (a portmanteau of "random" + "nautica") is an app launched on February 22, 2020 founded by Auburn Salcedo and Joshua Lengfelder. It randomly generates coordinates that encourages the user to explore their local area and report what is found. According to its creators, the app is "an attractor of strange things," letting one choose specific coordinates based on a specific theme. It gained controversy after a report of two teenagers coincidentally finding a corpse while using the application. == Overview == The app, which creators claim to be inspired by chaos theory and Guy Debord's Theory of the Dérive, offers its users three types of coordinates to choose from: an attractor, a void, or an anomaly. The app has a cult following on YouTube and TikTok and there is a subreddit made by the creators for users of the app. == History == 29-year-old circus performer Joshua Lengfelder discovered a bot called Fatum Project in a fringe science chat group on Telegram in January 2019. According to The New York Times, "He absorbed the project’s theories about how random exploration could break people out of their predetermined realities, and how people could influence random outcomes with their minds." Lengfelder then created a Telegram bot using Fatum Project's code, generating coordinates. He then created the subreddit r/randonauts in March. In October, developer Simon Nishi McCorkindale made the bot's webpage. With the help of Auburn Salcedo, chief executive of a TV agency, both created Randonauts LLC. Salcedo became the chief operating officer while Lengfelder was the CEO. The app, called Randonautica, was launched on February 22, 2020. Later the same year the app and back-end got completely overhauled by a new team of developers and got a more visual and friendlier design and logo. In April 2022 Lengfelder exited Randonauts LLC and Auburn Salcedo became CEO. == Reception == The app has as many as 10.8 million users as of July 2020, gaining popularity amid the COVID-19 pandemic in the United States as restrictions have been lightened. Emma Chamberlain made a YouTube video about the app that helped increase its following. i-D reported that the hashtag #randonautica has gained 176.5 million views on TikTok, although it has not marketed itself yet. === Controversy === With the app's popularity, users started reporting coincidences which many find unsettling. The majority of reports were from TikTok and Reddit, as well as Telegram. The most notable controversy involved a group of people heading to a beach in Duwamish Head, Puget Sound, West Seattle per the app, where they found a bag with two dead bodies, a 27-year-old male and a 36-year-old female, as reported by the Seattle Police homicide detectives. In August 2020, police arrested and charged their landlord, Michael Lee Dudley, in connection with the murders. In March 2021, Dudley was denied bail while other people were under suspicion of aiding Dudley in the dismemberment and disposal of the bodies, but no one else had been charged. This has caused speculation that the app has an intended, puzzle-like theme. However, Lengfelder stated that it is "a shocking coincidence." Salcedo called the videos fake, and that "It’s so hard to manage, because people are really taking creative liberties after seeing how much traction the app is getting in that fear factor." In 2022, Michael Dudley was convicted of second degree murder for killing both victims, who were identified as Jessica Lewis and Austin Wenner. He was sentenced to 46 years in prison the following year. In their questions page, Randonautica's creators have said that if the app generates coordinates inside a private property, it is a violation of their terms and conditions to trespass. In addition, Randonautica has also received allegations that the app is used for human trafficking, which its creators have denied, saying that data collected by the app are anonymous. It also ensured that the app is not designed to violate religious customs, saying that "the app is simply a tool. Just as a knife can be used either to prepare dinner or to cut somebody."

Artifact was a personalized social news aggregator app that uses recommender systems to suggest articles. Launched in January 2023 by Nokto, Inc., a company founded by co-founders of Instagram Kevin Systrom and Mike Krieger, the app is available for iOS and Android. The app's name is a portmanteau of the words "articles", "artificial intelligence", and "fact". The app shut down in January 2024 as a result of low interest. == History == Nokto, Inc. was established on March 3, 2022, as a foreign stock company in California, with its headquarters in San Francisco. The company's main product, Artifact, is the first new product launched by Krieger and Systrom since their 2018 resignation from Instagram after conflicts with parent company Meta, which acquired Instagram in 2012. Artifact launched on January 31, 2023, after the team had been working on it for over a year, offering the option to sign up for a waiting list for its private beta, which grew to about 160,000 people, and then launching in open beta on February 22, 2023. With a team of seven employees in San Francisco, the app was free throughout its lifetime, with the founders explaining at the time that different business models - such as advertising or subscription fees - could be explored in the future. In January 2024, cofounder Kevin Systrom announced that the app would be shutting down after concluding that "the market opportunity isn’t big enough to warrant continued investment in this way." In April 2024, it was announced Artifact had been acquired by Yahoo, who intended to use the service's technology in an upgraded Yahoo! News app. == Features == Frequently described as "TikTok for text" and a competitor to Twitter, Artifact was a news aggregator that used machine learning to make personalized recommendations based on topics, news sources, and authors that the reader is interested in. In addition to reading articles, the app offered the ability to like articles, leave comments, or listen to an audio version of an article read by AI-generated voices, including a simulation of the voices of Snoop Dogg or Gwyneth Paltrow. AI also would rewrite clickbait headlines that users flagged. Artifact later expanded to a social network where users could post links, images and text to their profile, which could be liked or commented on by other users. Similar to other social news websites like Reddit, reader accounts had profiles with reputation scores.
